Dr. Hal "Otacon" Emmerich
"Pretty fly for a white guy!"
Otacon is the codename for Dr.Hal Emmerich. He is a scientist that was part of the Metal Gear project, and was rescued by Snake after the facility he worked in was taken over by a terrorist group. Following a series of awesome adventures, Otacon arranged for Snake's disappearance from the public eye, then later come to Suma Bura himself as a teacher. He was the last member to join the Fab Four.

Emmerich was actually picked by Kojima because he loves filmmaker Roland Emmerich (he produced such movies as Independence Day)

The Fab Four
Privileged or just darn lucky, Otacon is completely in awe about the fact that he gets to tag along the adventures of three superstars. While he can't shoot well or fight at all, he will defend his friends to the very end, putting his life in the line many times over.
Rouge
They shouldn't be compatible. Otacon is everything Rouge is not, feeble, unsure of himself, shy...the list goes on. What started as a partnership of desperate measures is now slowly turning into a love affair. Here he is, falling head-over-heels for Suma Bura's head of security and her love of big shiny gems.
...He'll deny it the whole way there, mind you.
Technology
Give me a “Well DUH” here. Otacon's a modern technological painter. He makes masterpieces out of bits and bytes. Otacon was thrust into the world wide web due to personal circumstances, but, admittedly, he never wants to get out of it now. The web is very much part of his daily life.
Wireless Portable Computers
He has a laptop that follows him everywhere (seriously he's building one right now that will be doing that.)
Anime
Pffft, another of his givens. Otacon's nuts about anime and will make comparisons about things happening in his life to all the series he's watched over the years (read: a lot) Otacon's a nerd. When no one is watching he will take his Gundam models, saying pew-pew while shooting the plastic rockets. Robots are shiny and shoot things, It helps him unwind, and considering the huge self-imposed schedule he has, and that is a good thing.

Yeah he's a geek. No he doesn't write like that. Please stop using those words.
Having his stuff moved around
He put that stuff there for a purpose! Even if there are pieces of notes and computer parts everywhere in his apartment, he knows exactly where each one is.. So he does not take to kindly when someone else offers to reorganize what seems to be a paper war. It's already structured perfectly, dammit!
Random Dislikes:

General Overview
He embraces life, and this is perhaps why he is so dedicated to destroying those that would try to harm others. Otacon is optimistic to a fault - he knows that war will not be all rainbows and gumdrops, but will do his best that no one is harmed. Irony, then that he works with one of the best soldiers of the field, Solid Snake. Still, the duo formed a very good team before their numbers double when they came to Suma Bura.
Self Image
Otacon is a stereotypical nerd, although he is more refined a polished than his rivals. After all, not all nerds get to be a sidekick to a trio of awesome. When he's not talking with others, his head is nearly always glued to his computer screen, where he interacts with the rest of the world. Internet has taught him many things, and after his accident, he pretty much raised himself on online information. He was bright, almost too bright, and earned his degrees in Princeton before he was twenty. Not bad for someone who left high school.
Still, he's pretty good matured, calm and enjoys talking with other people. He is friendly to a fault - unless Otacon knows you are bad news, he will try to be at the very least polite with you. Despite being an online hacker for most of his life, you will find that he is very eloquent with words and not into l33t-speak. He garbles the true meaning of quotes and sayings, applying his logic to them. Mei Ling finds that annoying, sometimes.
Despite his intelligence, Otacon has a subconscious fear of and hate for weapons. His family was rooted deep in the various warfare over the yeras, his grandfather was also a scientist who took part in the Manhattan Project, while his father being Spiderman being born when the first bomb nuclear went off. Otacon always work with a guilt that whatever he was doing would be used to kill thousands of misused. This was especially true when he was hired to oversee the Metal Gear REX project. The scars that the events on Shadow Moses still follow him, although his trip with Rouge did help some of these problems, somewhat.
Motives
As dorky and Miss Universe as this may sound, Otacon wants world peace. He wants everyone to be holding hands and having fun. Deep down, you could say he is a hopeless hippy. A scientific hippy. He sees the children of the school as a bright (if messed up slightly) future of the world, and is willing to protect them, if need be.
Team Interaction
Otacon fights with his intellect. He is the the fab four's Q, the gadget man who might look innocent, but will build you a rocket launcher if you ask him nicely (and if it's for protecting others.) He makes sure to keep a cool head (although it is incredibly hard under pressure at times) and listens to what everyone has to say, even if he may disagree with them.
He speaks in a humbled tone, after all, Snake saved his life and he is a huge fan of Falcon and Samus. It took him a few weeks just to stop calling them Ms and Mr, he felt otherwise he was being impolite to them. Otacon cares very much about them, to the point that he'd willingly die first to save his friends, but it is usually the opposite happens.
He does feel helpless at times, but keeps himself prepared for all occasions and pulls his weight around when the time calls for it. He likes going to a battle prepared and will take some time just for planning, if he can.
Relations with Other Characters
Snake: Otacon and Snake share a close friendship that has been built by several years of trust between the both men. Considering they didn't start out that way, it's become rock solid. Otacon became Snake's man to call if there was recon stuff he needed. Otacon appreciates all the help Snake has giving him over the years and knows that the latter appreciates his work (or hopes he does) and his skills in techno-babble.
Rouge: Currently warming up to her considerably, Otacon enjoyed Rouge's company very much in the totally romantic sense but is afraid of being too close considering what happened to the two women he loved in his life. Status upgraded after C-Island that Otacon is head over heels in love with her and they are more or less a couple now. He even had the courage to sing her a song during the Fab Four band at the homecoming dance.
Samus: They've known each other for only a few months, but Otacon's quickly warmed up to the bounty hunter. He noticed a lot of similarities between her and Snake and knowing Snake is um...socially constipated, tried his best to get them together. Frankly he also thinks she's a much better match for him than Meryl. Sorry Meryl.
Oh and Samus' battle suit? Total fanboy.
Falcon: Otacon was a HUGE F-zero fan, watching the races with a couple other scientists during his days in college. Meeting (well hearing him via codec) for the first time was a great honor. He's still not used to how much he swears more in real life however. Otacon knows about Falcon's relationship with Olimar because he had to hack Falcon's journal entries, but the Captains' lives are not his business, thus he never mentions it to either. He does make some Freudian slips when he's not careful.
Professor Oak: Their love of the fabulous of Pokemon knows no bounds. Their friendship is defined as two fanboys geeking over a similar subject. He also ended up getting heart swapped with him and spent a few days in his body (he washed himself with his eyes closed).
Jeff Andonuts: Geeks. They easily find each other in their love of robots. Otacon trusts the student with a surprising amount of confidence, he is part of the three people involved in the Metal Gear Mark II project. He also feel he owes the student somewhat, what with his father being the original scientist attached to the Metal Gear REX.
Olimar: Otacon has read the captain's logs and finds his trips nothing short of amazing. He original brought Olimar into the Metal Gear Mark II project because of the technology he knew Olimar could bring as well as the fact he had assumed that him and Falcon where close friends (much like him and Snake). He just didn't know how close at first...
Kyle Hyde: Otacon has not spoken with him much yet, storywise, but feels that he's a good man with terrible wall-related luck. He trusts him enough to have equipped him with an organic codec when the situation called for it.
Dr. Robotnik: Granted, Otacon has never seen the doctor's evil side first hand so he has no reason to hate him. He helped them out during the Luigi crisis, so for now, he just thinks of Robotonik as a very, very eccentric man. With war robots.
Backstory:
Born on the eve of the same day a peace concert was being played, Hal's dad thought his son had escaped the family's curse. This was not to be the case. He was the world's most perfect son. following in his father and grandfather's scientific footsteps, a top A+ student at school, always put the toilet seat down for the woman of the house.
Unfortunately, his mom died in an accident (Venom killed her) and he moved to another country a year later with his father, who remarried. Hal was very distraught at first, but warmed up to the new family quickly; his (really, really hot) stepmom and his step-sister Emma (who was also hot, in a kid, way).
He was sister were close to the point of mutual infatuation with each other (which is totally not freaky because, hey! Not really related!..okay yes, it IS freaky). Anyway, that was too happy a moment in his life, because next thing you know, his step-mom seduces him (him being young and nerdy and probably really horny is all “hey someone is digging me!)” and slept with her. His dad spies them through the window, which makes his brain snap like a twig and he decides to kill himself. And if his wife took his son to hell, he'd take HER daughter with him. So while Hal was getting giggity giggity with the miss, his dad grabbed Emma and drown himself in the family pool, nearly killing his sister. Oops. The result was predictable – Hal was completely heartbroken by it all and disgusted with himself. He promised to keep this series of events to himself, then did the wussy thing by running away from home and his problems.
For the next few years, Otacon lived in shelters, dropped out of school and made some money by creating a few programs online and self-educating himself using the web. Using his skills, he secured acceptance to the Massachusetts Institute of Technology, where he earned his PhD at a young age and got many scholarships and grants.
He was a genius with math and hacking and soon became one of the net's most infamous crackers. Otacon's life was fill with self-made fantasies and delusions of grandeur that he making the world a better place. Scouted by the FBI as a college student, he accepted their invitation and joined their ERF (Engineering Research Facility), where he helped develop the programs that would be able to secure the computers before the YK2 bug. However, after seeing the corruption with some officers, he tried to white knight the entire facility and was caught monitoring and hacking their central database. He got lucky and was just forced out of the FBI.
He was the perfect candidate for ArmsTech, Inc. to hire as the lead engineer for the Metal Gear REX project. Otacon was simply overjoyed because he could build a real-life mecha. He was led to believe that it was a mobile defense system, but in reality it was a nuclear doomsday weapon. He was then flown to Alaska in Shadow Moses army base and began his work, which he continued for a few months before the entire project would be hijacked by FOXHOUND. During the rebellion, Otacon got along well and fell in love with Sniper Wolf, one of his kidnappers. She allowed him to keep and feed the snowdogs that had become the mascots of the base, and while treated him rather harshly, she didn't do it in a cruel matter. Barely a week into working in a much more dangerous environment, Otacon encountered Solid Snake, who informed him of the true nature of his creation. Devastated, Otacon realized he was walking the same path as his family before him. At first Otacon and him didn't really get along well, but since he didn't kill him, Otacon started to trust Snake. He was, however worried that Snake would have to kill Sniper Wolf, which unfortunately, came to pass. This would lead Otacon to eventually come to understand himself and his position in life. He decided to help Snake destroy Metal Gear REX and stop the terrorist uprising.
To protect their identity and give themselves a semblance of a much more normal life, Otacon helped Snake ppear dead so he could retire. Thus his partner found himself teaching at Suma Bura. Otacon tried to keep in touch with him, but someone was trying to hack into his lines, so he decided to change codec number. After a series of events which lead him to help Snake infiltrate Porky's tower and talk with Falcon and Samus, he decided to attend the school himself.
It was going pretty well, crazy shanigans and all, and Otacon quickly warmed up to a select few and is the “nice, quiet repairman guy” to most of the students. He has recently brought Mei Ling to school so she could also escape from the government's watchful eye...but the Patroits themselves were involved. Next thing you know...
...Ocelot is at school. Let's just say Otacon is less than pleased.
